Job Description

Construction Manager


Rutherford Housing Partnership (RHP) was formed in 1995 by a group of concerned citizens who recognized a growing need among low-income homeowners for home repairs to alleviate a threat to health and safety in their homes.  RHP provides materials; volunteers provide as much of the labor as possible.

The Construction Manager reports to and works alongside the RHP Executive Director and works alongside a Program Manager as well as an active Board of Directors.


  • Management of all construction tasks, including new site development, excavation, foundations, painting, drywall, rough finish carpentry, heating, plumbing, electrical, flooring, general construction labor, and other skills necessary for on-time job completion
  • Assess requested urgent repair needs.  Prepare work write-ups for needed urgent repairs and in consultation with the ED establish which portions of the work might be done by youth or adult volunteer groups and which portions might require hiring professional services.
  • Develop and maintain a subcontractor resource list of licensed rehab specialists, septic installers, pest control companies, electricians, HVAC specialists, plumbers, etc., who work in Rutherford County for jobs put out for bids and for possible volunteer work. Cultivate relationships with same.
  • Create and update repair preparation sessions for volunteers, both skilled and unskilled, on approved urgent repair practices and quality standards.  Follow through after work days to assure the work meets quality standards.
  • Establish and enforce RHP’s urgent repair practices and quality standards, including researching new rehab techniques and materials; establishing and assessing quality standards; and updating and revising the standards manual as necessary.
  • Coordinate with the RHP team to prioritize daily and weekly tasks to be accomplished by RHP individual volunteers, groups, sub-contractors or yourself.
  • Participate in the development and updating of project schedules; communicate issues of concern and potential schedule delays to the Executive Director and Program Manager as they arise
  • Develop and maintain a safety program centered around construction best practices which includes insure that proper safety equipment and safe tools are in use; maintain a fully stocked first aid kit, safety binder, and map to the nearest emergency facility; notify Director of Construction per requirements
  • Follow trends in building material costs and advise the ED and board of directors. Maintain relationships with local building materials companies, seeking discounts and donations when possible.
  • Meet regularly with the ED, board and other staff to share information and further develop the RHP urgent repair program.
  • Participate in continual education to further knowledge of construction, construction management, codes, materials, etc.
  • Any other tasks deemed necessary by the ED and Board of Directors.

Volunteer Recruitment & Management – New Construction or Repairs

  • Meet with the RHP team at least once per week and maintain open communication regarding the construction schedule, upcoming tasks and number of crew leader & general volunteers that are needed so the RHP team can successfully recruit and schedule volunteer groups
  • Provide site supervision to groups, as needed, which includes having all tools and materials ready, morning safety talk and project overview/goals and ensuring a positive volunteer experience
  • Maintain a climate and culture on the build site which attracts, keeps and motivates volunteers
  • Assist in identifying volunteers who may be interested in leadership or crew leader roles and provide those leads to the volunteer services team
  • Develop and oversee a training program for new crew leaders and other regular volunteers



  • Responsible work habits.
  • Valid driver’s license and driving record that is acceptable to RHP’s insurer.
  • Strong knowledge and expertise in the area of home rehabilitation and construction.
  • Flexibility to work weekends when necessary as volunteers are on work sites.
  • Ability to work with, train, advise and assist volunteers.Ability to relate well to a variety of persons.
  • Excellent written and oral communication skills.
  • Highly motivated, self-starter, creative, problem-solver, and dedicated.
  • Ability to work on a team and autonomously.


  • Bachelor’s Degree
  • Degree or certificate in residential building construction management.
  • Certification in one of the following trades: carpentry, plumbing, or electricity.
  • Knowledge of national, state, county, and local code requirements.
  • Experience working with youth and adult volunteers.
  • Computer literacy.

Salary and Benefits

  • $39,000-$43,000, based on skills and experience
  • $1,000 Gift Card to help pay medical expenses per year, no medical insurance is offered
  • Urgent Repair Coordinator will have use of RHP work trucks and will be reimbursed at the approved IRS rate for use of personal vehicle for work.
  • Vacation days, paid sick days and 9 holidays per year
